If one or more of the prescriptive improvement measures are applicable to the building, the relevant measures are marked with a Y in the Valid column. The Target emission savings and Target energy savings fields will show the identified improvement targets. It is the responsibility of the Section 63 advisor to assess the relevance of the prescribed measures and prepare a set of alternative measures that provide an example of a practical and relevant improvement scenario for the building (i.e. an alternative scenario). Given that an alternative improvement scenario is likely to offer the most relevant and economical means of improvement, at least one alternative scenario must be produced by the advisor before discussing the assessment with the person commissioning the Action Plan.
