The Design chilled water flow rate is the required flowrate to produce the Cooling capacity’s rate of heat extraction given the Design chilled water temperature difference (delta-T). If the Cooling capacity changes then the Design chilled water flow rate will change rather than the Design chilled water temperature difference (delta-T).
