As the Section 63 Action Plan is associated to the EPC for a building, your model must have been fully configured and simulated for an EPC with ApacheSim, with that final EPC having been successfully logged on the Scottish EPC Register.
IMPORTANT: The VE model MUST include the actual and notional building results (.aps) files for the EPC simulation in order to generate an Action Plan. You should not attempt to use a different model, or modify the model set-up since the EPC was generated and lodged – this would require re-simulation and re-lodgement of the updated EPC before starting Section 63 analysis.
